E-xcellence in e-learning is an approach and methodology to support quality assurance for e-learning. Although the primarily focus of the complete program is on e-learning in European higher education, and is a pay for service review, I believe the content and materials they have developed should be of great interest to anyone interested in e-learning.
The core of the review process is the Quickscan, which is an online self-assessment intended to be filled out by the e-learning team. I also found the Quickscan also to be an excellent form of checklist of criteria for setting up and building e-learning courses and programs of any size.
There is also an extensive manual that is intended to be a reference tool for assessing e-learning programs using a system of thirty-five benchmarks and criteria.
I have also linked a paper by Kear, Williams and Rosewell (Excellence in e-learning: a quality enhancement approach), which outlines the methodology, process and also comes to conclusions about the E-xcellence approach.
I found the E-xcellence framework to be quite comprehensive especially for a larger enterprise or e-learning department.
