Discovered this nifty handout OER Quality Tips: Guideline for you to Build Your Learning Materials from Paul Kawachi which is a derivative of a larger Cemca (Commonwealth Educational Media Centre for Asia) publication which he also wrote.
The focus of the handout is developing quality materials that can be reused in the future. The focus is international with very good criteria on firstly preparing and then adapting materials for different student groups and locations. It uses the TIPS format to organize the content of the handout.
